Corrupção sob a perspectiva de sistemas complexos: uma revisão sistemática da literatura

Resumo

Os sistemas complexos estão associados a fenômenos que resultam de múltiplas interações e fatores que não são explicáveis nem observáveis a partir de perspectivas tradicionais. Este artigo parte da necessidade de compreender o fenômeno da corrupção no marco de um sistema complexo. Essa necessidade é justificada pela falta de clareza sobre a verdadeira dinâmica da corrupção, suas causas e suas consequências no contexto de um esforço global para combatê-la sem sucesso. Para avançar na superação dessa limitação, o objetivo aqui é identificar os achados e o alcance dos estudos sobre corrupção no âmbito de sistemas complexos. Para isso, realiza-se uma revisão sistemática da literatura que combina a análise bibliométrica com a análise de conteúdo. Por meio da primeira, identificam-se as tendências e seu impacto na publicação acadêmica, enquanto a análise de conteúdo implica uma leitura crítica e objetiva dos textos, com a qual é possível estabelecer metodologias, posicionamentos e avanços de pesquisa. Entre os resultados, verifica-se que existe um elevado número de estudos que abordam o problema da corrupção, procurando principalmente explicar as suas causas e tipologias. No entanto, há uma predominância de abordagens metodológicas reducionistas que não consideram a complexidade do sistema, o que é amplamente explicado pela escassa pesquisa interdisciplinar. Nesse sentido, propõe-se uma agenda que explore novas abordagens analíticas e proporcione melhores aproximações ao paradigma da complexidade.
